The key difference is the addition of two extra steps: Paper Process and Competition. The Paper Process refers to the series of steps that occur once a decision has been made. This can include legal and security compliance checks, and procurement processes. Finally, competition, as the name suggests, is any organization or individual that is competing for the same business.
